Manufacturing System in Transformation

This work aims to explain what is done and what can be done by the Manufacturing System (Sis Fab), through Systems and Materials for Military Employment (SMEM) that are managed by Sis Fab and also by those who can come to be. In addition, some images will be displayed to exemplify the dimension of the work of Sis Fab.

The Manufacturing Directorate (DF) is the support body of the Department of Science and Technology (DCT) whose purpose is to manage activities related to the production, revitalization, repowering, maintenance at an industrial level, modernization, and nationalization of Material Systems for Military Use (SMEM) and Materials for Military Use (MEM) for the benefit of the Land Force (F Ter) and to promote the relationship between the Science, Technology, and Innovation System of the Army (SCT&I) and the Industrial Defense Base (BID)

The Manufacturing System (Sis Fab) is formed by DP together with the Arsenals of War: Arsenal de Guerra does Rio (AGR) and Arsenal de Guerra de São Paulo (AGSP). Arsenal de Guerra General Câmara (AGGC) was part of Sis Fab, however, Ordinance – EME/C Ex No. 904, of November 11, 2022, approved the Guideline for the deactivation of said Arsena.

DF is the Support Body in the industrial production area of the DCT, responsible for overseeing activities related to manufacturing (production), revitalization, repowering, recovery maintenance, modernization, and nationalization of MEM.

The War Arsenals act in the Life Cycle Management of the SMEM and through SCT&I are responsible for industrial production; for PD&I projects; and are also a hub for innovations and immediate engineering solutions. Act according to General Instructions (IG) 01.018, in a 2nd phase in obtaining SMEM, acquisition/PD&I; and in a 3rd phase in the production/ maintenance/ revitalization/ modernization/ repowering of SMEM. And they are also part of a 4th-level maintenance Logistics System (industry level); and possible performance at other levels.

AGR is located in the Caju neighborhood, in the port region of the city of Rio de Janeiro, and dates back to 1762/the foundation of Casa do Trem It provided military equipment for the military campaigns of the Paraguay and Canudos War, as well as participating in the Brazilian Expeditionary Force (FEB) campaign in World War II. It is currently responsible for the manufacture and maintenance, at an industry level, of Military Employment Materials (MEM) for the benefit of F Ter. The main areas of current activity are the manufacture/maintenance of heavy weapons, engineering materials, optronics, and communications materials.

Within its production capacity, the following materials stand out: 120 mm M2 Rayed Mortar, 81 mm and 60 mm Anti-load Medium Mortar, 15 kVA Generator, Aluminum Floating Walkway, and its components, 1 ½ t Trailer, and Night Vision Equipment (EVN)): EVN LORIS. EVN MUNOS, EVN LUNOS, and EVN NA/PVS-7B; production and application of ballistic protection in VTNE ¾ t Agrale Marruá Cargo; maintenance of the Guarani C2 System and intercom; and maintenance of the Weapons System (PLATT, REMAX, and UT30).

AGSP is located in Barueri-SP and was founded on May 21, 1957It can respond to the needs of the MEM production, maintenance, and revitalization areas. It provides the EB with a wide variety of products and services, among which the following stand out: the revitalization of the Oto Melara howitzer, the 3rd and 4th echelon maintenance of the GUARANI Armored Personnel Transport Vehicle (VBTP-MSR), the maintenance of Armored Vehicles (Vtr Bld) Urutu and Cascavel; the revitalization of the Light Gun howitzer, the revitalization of the Arpa field kitchen and the maintenance of Harris vehicle radios and SOTAS intercom. In support of the 2nd RM, it carries out the recovery of light and heavy weapons, contributing to the maintenance of the troop's operability.

Among the processes in which the DF participates, we can mention the finalists and managerial and internal management macro-processes. Those can be listed as promoting industrial development and carrying out the management of manufacturing activities. Which unfold in mapping industrial capabilities; performing industrial analysis; promoting events and activities with the BID; developing and manufacturing industrial and logistical requirements; and carrying out analysis for prospecting SMEM (those of promotion); and elaborating projects and carrying out the technical management of the manufacturing activities of the OMDS; develop projects and carry out the technical management of the DF's manufacturing activities carried out by business companies; coordinate and control the manufacturing activities of the OMDS; and coordinate and control the DF's manufacturing activities carried out by the business companies (management of manufacturing activities).

The managerial and internal management macro processes are: carrying out the strategic management of manufacturing activities and industrial promotion; coordinating and controlling intellectual property rights and technology transfer; carrying out administrative management; managing human resources; providing direct support to management and legal matters; and managing and supervising contracts and partnership instruments.

There are several Working Groups (GT) and Commissions in which Sis Fab operates, among which the following can be mentioned: Medium Armored Personnel Transport Vehicle on Wheels (VBTP-MSR 6x6); Lightweight Multitask Armored Vehicle on Wheels (VBMT-LSR 4x4); Modernization of the Armored Reconnaissance Vehicle (VBR) Cascavel; PROTEUS Project; MTC-300 Tactical Cruise Missile; Medium Mortar (Mrt Me) Acg 81 mm; Night Vision Equipment (EVN); UT30BR; Driver Procedure Simulator (SPM); and URUTU GLO.

Army Strategic Project (Prg EE) GUARAN the name given to the vehicle in honor of a brave indigenous ethnic group that inhabited the south of the American Continent and a good part of the central-southern territory of Brazil, which is the VBTP-MSR is part of the New Family of Armored Vehicles, whose objective is to provide F Ter with the means to increase deterrence and defense of the national territory and which is aligned with the Army's Strategic Objectives (OEE1 and OEE9)

The vehicle has the versions: Personnel, Reconnaissance, Help, Communications, Workshop, Mortar 120 mm, Ambulance, Command Post and Fire Department. Its main features are: being amphibious and air transportable; having: high ballistic protection, night vision, two steering axles, independent suspension, automatic transmission, high mobility, and a small turning radius. And in the development of the VBTP-MR GUARANI, some assumptions were adopted, the main ones being: the low price and the facilitation of the migration to the 8x8 axis.

EB increased its military capabilities by acquiring the UT-30BR (Unmanned Turret 30mm Brazil) - Remotely Controlled Weapon Systems (SARC), an unmanned turret, stabilized in direction and elevation, armored, externally mounted on the VBTP-MR 6x6 GUARANI. The shooter remains protected inside the armored vehicle, observes the battlefield through an LCD monitor, and operates it through a handle similar to a joystick, with no need to expose himself to the external environment. The GUARANI with UT-30BR has three types of armament: the 30mm ATK BushMaster MK44 automatic cannon, the 7.62mm coaxial machine gun, and the 76mm smoke grenade launcher.

DF develops the SPM to be a subsystem of the simulator that is being designed by SENAI-RJ. VBTP-MSR 6x6 is placed in a context with different maneuvers and terrains for use in the development and validation of the dynamic model.
