The first step in Over the Top Aviation’s appraisal process is identifying the client and the purpose of the appraisal—whether it’s for banking, resale, insurance or litigation. Soules, who frequently works with banks, ensures the intended use is clearly documented in the final report. Once the objective is defined and initial details are gathered, it’s time for an on-site inspection.
This is followed by a logbook and documentation review to track the aircraft’s damage history. He also analyzes FAA and National Transportation Safety Board records to identify any past incidents, accidents or modifications—particularly supplemental type certificates, which can affect the aircraft’s overall value.
Once all the data is verified, Soules compares the aircraft to at least two similar models using trusted resources like JetNet, AMSTAT, Blue Book and VREF. He evaluates listings, sales history and engine time and specs to determine market value and prepares a detailed report with proper legal verbiage to ensure complete clarity.

There are several instances where Soules made a significant impact on clients. A client had invested significantly in upgrading his aircraft and believed its worth was around $1.5 million. However, the insurance company took a typical Blue Book approach and offered only $800,000 in coverage. They agreed to reconsider if a certified appraisal was provided. Soules stepped in with a thorough inspection, research and deep market insight, valuing the aircraft at $1.6 million. Backed by the certified report from Over the Top Aviation, the client returned to the insurer, who then raised coverage to reflect the true value. This is a strong example of how Soules’s expert appraisal restores trust and protects client interests.
Another example would be an aircraft that is damaged while at an FBO and insurance covers the cost of damages, but the owner might want to claim additional compensation due to diminished value because the aircraft now has a damage history. This is where Soules gets involved, brought in by either the aircraft owner or the insurer to assess the situation. He performs two appraisals, pre- and post-incident, to determine actual loss. Soules explains that the first damage typically causes the biggest drop in value, while additional incidents have less impact. With decades of industry experience, his honest and unbiased opinion is valued by both sides—for court proceedings or out-of-court settlements.
